- In May of 2002 the EPA took lead responsibility for
providing cleanup of residential spaces in a limited area of lower Manhattan. This
ushered in a period during which citizens attempted to affirm their rights to be involved
in the decision-making about their communities. 9/11 Environmental Action took a
